Q: I am thinking about putting this over my rpz sprinkler valve. it is 24" long x 18" high x 9" deep. will this cover it?

Your RPZ should be above ground. This cover is not insulated and has not significant weight or any way to anchor it. It will blow away in a storm. I advise you to look specifically for an RPZ Insulated Cover.
